The one thing I want to plug is The Kirkwood Ledger's latest analysis (and the publication's first look at Kirkwood Electric). The thesis of the piece? $15.6 million doesn’t explain what happened to the utility. As the piece goes on to explain, that number is a sort of a Frankenstein's monster of accounting methodologies, is potentially a several million dollar underestimate of the deficit the utility inccured, and, perhaps worst of all, fails to illuminate what the actual cause of the overspending was. I can't say it strongly enough: Read Taylor! We gotta get this guy to do some NPV buy/sell analysis on the city owned parking lots...
